(Boston=Boston Korea) Reporter Han Saebyuk = The state government has launched the Accessory Dwelling Unit Incentive Program to help build ADUs across Massachusetts. The program will help homeowners determine whether building an ADU on their property is feasible. The program (https://www.mhp.net/one-mortgage/adu-incentive-program) is operated by the Massachusetts Housing Partnership (MHP) in collaboration with the Executive Office of Housing and Livable Communities (HLC). The key feature is providing homeowners with professional feasibility studies before they invest significant time and money. The feasibility studies examine site conditions, local permitting requirements, necessary utilities such as water, sewer, and electricity, preliminary design plans, and rough construction cost estimates.

Governor Maura Healey said, "Massachusetts needs to build more housing, and ADUs are one of the fastest ways to create new homes in communities across the state. With the Affordable Homes Act making it easier to build ADUs, homeowner interest has surged dramatically. Now we're providing tools to turn ideas into reality and help families stay in the communities where they want to live."

Secretary of Housing and Livable Communities Juana Matias said, "The Affordable Homes Act created a level playing field for ADUs across the state. HLC is now focused on providing tools so people can actually move forward with projects. Each permitted ADU is a new home for families, caregivers, tenants, and neighbors who want to remain in the community."

An ADU refers to a small living space located on the same property as an existing home. It can be inside the existing home like a converted basement apartment, attached to the main house as an addition, or completely separate like a backyard cottage or converted garage. ADUs provide flexible housing options for families, caregivers, tenants, and communities.

MHP has compiled a list of professional feasibility study firms to help homeowners determine whether an ADU is possible on their property and what process would be required for construction. Studies typically assess site conditions and constraints, local zoning and permitting requirements, utilities, preliminary design, and rough construction costs and budget feasibility. Some of these firms offer the service for free, but most charge a $500 service fee. Rachel Heller, Executive Director of MHP, explained, "Homeowners are very interested in ADUs but often don't know where to start. A feasibility study provides an objective, professional assessment of what's possible on their property, how much it will cost, and what obstacles need to be addressed before investing significant time and money."

Participating in a feasibility study does not obligate homeowners to build an ADU, nor are they required to use the firm that conducted the study for any subsequent services.

MHP plans to use information gathered from feasibility studies to design future program phases and find ways to make it easier for homeowners to build ADUs. Study results will serve as reference material for determining future zoning guidelines, financial assistance tools, infrastructure investments, and technical support directions.

Separate from the incentive program, HLC has also launched the ADU Design Challenge, which develops standard ADU design templates that homeowners and communities can use for free. Before conducting a feasibility study, homeowners can check their property on the Massachusetts Clean Energy Center's ADU Resource Center (https://goclean.masscec.com/adu/), see where an ADU could be placed, and review initial planning considerations.

The administration has committed $10 million over two years to support MHP's statewide ADU initiative, and MassHousing has introduced a low-interest ADU construction financing program (https://www.masshousing.com/en/home-ownership/homeowners/adu) for low- to moderate-income homeowners.

The Healey administration has made housing its top priority since creating HLC in 2023. Since then, it has signed the Affordable Homes Act, considered the most ambitious housing legislation in state history, pushed for converting idle state-owned land and underutilized commercial buildings into housing, implemented the MBTA Communities law, established the Momentum Fund, expanded housing tax credits and subsidies, expanded homebuying assistance, created a housing inspection right, banned the practice of passing broker fees to tenants, and introduced the state's first housing supply tracking system.
